1   The Washington/Baltimore High Intensity Drug Trafficking Area (HIDTA) project consists of 12 jurisdictions – in Maryland:  Baltimore City, Baltimore County, Charles County, Howard County, Prince George’s County and Montgomery County:  in Virginia:  Alexandria City, Arlington County, Fairfax/Falls Church County, Loudoun County and Prince William County; and the District of Columbia.  The HIDTA program has three components:  law enforcement to reduce drug trafficking and drug organization; treatment and criminal justice to reduce drug consumption among substance abusers that drive the drug marketplaces; and prevention to reduce criminal and high-risk behavior among youth who participate in the lower ranks of the drug organizations.  This HIDTA is one of a few that combine drug interdiction with drug demand reduction policies to improve the quality of life in the affected communities.
