Behaviors

Behaviors are the actions people take. For most people, behaviors consist of strictly law-abiding activities. Even the most law-abiding citizen has on occasion been known to drive over the speed limit. Often, this is a conscious decision on a driver's part, a choice that is made. If a person has done this before, has never been caught (or injured), then the positives are imprinted in his mind. The behavior is seldom questioned.

The same is true for offenders, they have most likely committed other crimes that they have gotten away with. Since there were few ramifications for commission of the crime, then the behavior is reinforced and consequently more likely to manifest itself again.
