The key here is the word
"certain." Not all programs are structured or managed in an effective
way, despite what may be the noblest intentions of their creators
and staffs. Not all offenders will benefit from services unless
they address their specific criminogenic needs. In fact, studies
indicate that mismatching of offenders and services can actually
increase the rate of recidivism. Thus the pendulum has not swung
from "nothing works" to "everything works." Rather, the growing
body of evidence that specifies the critical details of effective
interventions has become known as "what works."
